The Chicago Department of Aviation (CDA) has selected several Construction Managers at-Risk (CMARs) to manage O'Hare’s capital improvement projects. In turn, the CMARs procure and manage subcontractors for specific construction programs.

Unlike the traditional Design-Bid-Build process, this method brings in CMARs early in the design phase to collaborate on costs, scheduling, and value engineering. During construction, the CMAR acts like a general contractor, procuring subcontractors, holding contracts and managing construction. By breaking down work into specific trade packages, CMARs give the City of Chicago more cost and schedule certainty and create more opportunities for diverse businesses.
